Overview

Emergency Management is a division of the Fire & Emergency Services, HSE and responsible to establish a framework for emergency preparedness and the effective management of KAUST emergencies.

Emergency Planning

KAUST is committed to providing its students, faculty, staff, contractors and community members with a safe and secure environment in which to live and work. Consistent with this commitment, the University recognizes that emergencies can occur, and it is essential that KAUST is properly prepared to deal with them.

This Emergency Management Plan (EMP) sets the framework for emergency response and preparedness at KAUST.
It establishes the organizational responsibilities and accountabilities necessary for a well-coordinated and efficient response. It is a flexible tool designed to cover a broad range of emergency situations.


The Emergency Management Plan applies to all emergencies that could impact KAUST. The Plan is intended to guide the emergency response of KAUST personnel and its contractors and resources during times of emergency. It is the official Emergency Management Plan for the University. The Plan is an "all-hazards" plan and may be activated during any emergency situation, or in preparedness for a potential emergency.


In order for the EMP to be useful it remains a living document. It requires regular review, modification and updating as the University grows and develops. The last major update of the EMP was in 2022.

Emergency Preparedness

  • To test and measure all this planning as being effective in coping with emergency situations, we carry out several live Emergency Response Exercises throughout the entire KAUST site. We test multiple emergency scenario types at multiple locations around KAUST. These exercises serve four testing purposes:
    • Emergency Services site and location familiarization
    • Emergency Services response times
    • Emergency Services coordination and incident command and control
    • Emergency Services rescue procedures and skills training

  • Emergency training, exercising drills and testing will include organizational awareness elements for all levels of personnel, to familiarize them with their roles and responsibilities during various emergency situations.
  • Emergency Management developed the following tools that can be used by stakeholders and uploaded on the website:
    • Emergency Management Policy
    • Emergency Management Plan
    • EOT Guide - a summarized version of the EMP and quick reference guide for the Emergency Operations Team (EOT).
    • Emergency Action Guide – Hazard specific guidelines for all KAUST community.
    • Emergency Exercises Guide – templates to be used for exercises.
    • Emergency Response Plan (ERP) Templates – to create ERPs for all Departments based within KAUST and for all off-site operations.
    • Emergency Preparedness Kit – to equip KAUST community off-site.

  • Emergency Management coordinates with KAUST Principal Emergency Services, KAUST Department subject matter experts, and the Emergency Operations Team (EOT), to deliver a standardized and best practice approach to manage any emergency incident our community might encounter.

Event Safety Planning

The KAUST Emergency Management coordinates event safety planning for all major community events held at KAUST and review risk assessments conducted. An Event Safety Plan is compiled, identifying all relevant roles and responsibilities, ensuring the safe and effective management of all such events and providing specific arrangements and instructions if an emergency incident should occur during the event.

KAUST Central App - Emergency Feature

  • Emergency Management in collaboration with KAUST Smart, has developed an emergency feature on KAUST Central App. The objective of this initiative is to provide easy mobile access to KAUST 911, without having to save the correct number on the mobile device.
  • KAUST Central is the new platform used KAUST to disseminate KAUST Emergency ALERT messages.
  • The following Emergency Guides are hosted on KAUST central for easy mobile access:

Emergency Response Plan Templates

  • The Emergency Response Plan (ERP) serve as a department/entity level plan in response to a disruptive event or incident, and provides detailed emergency response procedures, with the objective to protect life, limit damage to property and protect the environment. This ERP outlines [Name of Department/Entity]’s emergency response procedures to protect its community, including faculty, staff, students, contractors, and visitors from natural, human-caused, and technological disasters.
  • This ERP is in alignment with the KAUST Emergency Management Plan (EMP). The EMP serves as the overarching plan, guiding KAUST leadership to manage and coordinate emergencies on a strategic level (University Executive Committee) and a tactical level (Emergency Operations Team). The EMP follows an all-hazard approach as per the Federal Emergency Management Agency (FEMA) guidelines and principles. Refer to the EMP for more details.

KAUST ALERT Notifications

  • Emergency Management in Collaboration with GBC has developed a KAUST Emergency ALERT Webpage accessible on the LENS via the KAUST Central APP. This page is updated with information pertaining to potentially hazardous conditions/areas to be avoided and impacted services e.g., work-haul bus schedules. Here with link to the Webpage

Emergency Exercises Guide & Templates

Emergency Management conduct and support various types of emergency drills to enhance emergency preparedness of the Principal Emergency Services and subject matter experts.
